Sous-fonds consists of materials generated and gathered by Ralph Nursall during his term as Regional Director. It includes minutes and reports of the Cortes Island Advisory Planning Commission; community plan reviews; reports of public hearings; agendas, minutes and background material from Nursall's work on the RDCS Forest Policies, Greater Campbell River Planning, and Executive and Personnel committees meetings; licenses for the use of foreshore and crown lands on the island; and material relating to aquaculture, forestry and other island concerns.

Ralph Nursall was elected Regional Director of Electoral Area I (Cortes Island) for the Regional District of Comox-Strathcona (RDCS) in November of 1990. He served two terms as Director: 1990-1993, and 1993-1996.

Before the advent of telephone service in 1968, island residents communicated extensively through the Post Office, and much of this correspondence consists of notes and letters from Douglas's neighbours. Subjects covered include daily life, community activities, B.C. and Cortes Island history and Douglas's health concerns.

The Whaletown Women's Institute was formed in 1920 as the Friendship Circle, became a branch of the Women's Institute in 1923, and disbanded in 1963. During its years of activity, the WWI actively worked for local improvement. Projects included initiating a library service, donating books to the school, arranging for regular visits of a doctor and dentist, hosting an annual Christmas party and providing gifts for all the Whaletown children, maintaining the cemetery, fund-raising for a school playground, financing firefighting equipment and installing an emergency telephone network.
